All that in return for billions of dollars spent and tens of thousands of lives lost. That's not what a successful policy looks like."Well, it doesn't look like successful policy if your trying to stop drug abuse but if you're trying to get elected, make money in law enforcement, a CEO in Big Pharma or Big Alcohol, or selling military equipment,.. well, it'll look pretty successful to you.
