Problem:
Samsung i730 phone couldn't sync with my PC (Outlook2007 on Windows XP via Activesync 4.5.0). It was slow to connect and started to sync but would eventually time out with an "attention required" message. The error code in ActiveSync on the i730 was 86000209. I found a page of ActiveSync error codes but 86000209 was not in the list. Google searches found that a lot of people wanted to know what 86000209 meant but apparently no one, including Microsoft, really knew.
Solution:
In Outlook2007 go to HELP > Detect and Repair. let Outlook repair itself. reboot PC and i730.
Check sync settings, some of mine were wrong. i don't normally sync email but it was checked to sync. i unchecked it and the sync worked fine.
