Rep. Byron Donalds: Dems' For the People Act is really just for Democrats – here's why

An opinion piece on Fox by a setting member of congress complaining about how the Ds trying to change election law with HR1 is unconstitutional. He gives Article I, Section 4, Clause I of the U.S. Constitution to start off:

"The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each state by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators."  

and follows with

The Constitution outlines a clear and unambiguous roadmap that delineates the government's national framework, including our nation's election system.  

Now I'm no constitutional law expert but this,

 .. but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.

sure sounds as if congress can do about anything it wants to concerning election law except change how states choose senators.
