Better messaging here but for best effect it should use dollars for the top and bottom of each range. I'd bet that most of the people in my area think they are in the middle, 81-99% group and it's just those lazy welfare people in the bottom 80%. Charts like this need to make it easy for the masses to quickly see where they fit in the data.
