David Frum: Getting It Right on Obamacare

"It over-regulates the insurance industry"

Mr. Frum is a conservative who believes that government is too big and should be reduced in size and scope, i.e. government should be "regulated". However,  he says that Insurance companies are over-regulated. I don't know about you but they seem very similar to me.
