It is great propaganda, a rage-bait headline suggesting Obama conspired with or was outmaneuvered by evil Muslims to give Iran access to the US financial system.
The truth is that it's an R led investigation, which tend to be true witch-hunts, and the actions were tied to the Iran deal and were only to allow Iran to convert some of it's foreign held money to dollars.
That's not really tapping the US financial system.
